Rudy Giuliani is accused of forcing an employee to have oral s*x with him while he was on the phone with Donald Trump. In a complaint filed Monday, a former employee who says Rudy Giuliani sexually attacked her and cheated her out of $2 million in unpaid wages disclosed more alarming details of the former New York Mayor’s alleged abuse.
Noelle Dunphy is suing Giuliani for $10 million in damages for claimed sexual harassment and pay theft while working as his “secretly” employed business development director and public relations consultant from 2019 to 2021. Dunphy, who originally charged Giuliani, 78, in a summons in January, claimed he made it clear that sexual favors were part of her job duties and payment for his willingness to represent her pro bono in a previous domestic violence case.
Giuliani kissed Dunphy in the back seat of a limo on her first day of work in January 2019 and urged her to provide “some flirtatious photos,” leaving her “stunned and shaken,” according to the 70-page complaint filed in Manhattan Supreme Court. According to the court complaint, his behavior toward Dunphy worsened. According to the lawsuit, he first asked her invasive questions about her sexual history before forcing her to have oral sex the same month she was hired. According to Dunphy, the claimed abuse worsened until he forced her to have sex with him against her reluctance multiple times – typically when alcohol was involved.

She claims he compelled her to engage in oral sex while on the phone with high-profile friends and clients because it made him “feel like Bill Clinton,” and that he demanded she strip naked during work-related video chats. Dunphy “worked under the virtually constant threat that Giuliani might initiate sexual contact at any moment,” according to the complaint.
Dunphy claimed that the former mayor also demanded that she dress conservatively in public when working naked, in a bikini, or in “short shorts with an American flag on them that he bought for her” when she was with him. He allegedly forbade her from seeing or talking to anyone on the phone without his permission, established a “habit of calling her obsessively” — including 50 times on Feb. 12, 2019 — and wanted her to be “at his beck and call,” according to the court document.
Dunphy claims Giuliani never paid her the roughly $2 million promised in compensation for her two years of service, despite her many demands for payment, and that she was fired without cause in January 2021. According to the complaint, Giuliani said he was unable to hire her on the books and had to withhold her payment until he could complete his divorce from his third wife, Judith.
Dunphy claimed she has multiple audio recordings of Giuliani in which he can be heard demanding sex and making sexist, racist, and anti-Semitic statements. According to his spokesperson, Giuliani “vehemently” disputed all of the charges. “Mayor Giuliani’s lifetime of public service speaks for itself, and he will pursue all available remedies and counterclaims,” said Ted Goodman, Giuliani’s communications adviser. In response to her summons filing in January of this year, his counsel disputed that Dunphy had ever worked for Giuliani.
