Philip William Frase has been arrested in connection with the unsolved murder of a woman whose body was found in a Northern California river nearly 18 years ago. The Siskiyou County Sheriff’s Office said investigators arrested Philip William Frase in Yreka for the 2005 murder of 56-year-old Patricia Joseph.
Joseph was reported missing from her Fort Jones residence on July 15 and was found in the Klamatah River near the Ash Creek Bridge three days later. She was partially clothed and had been in the water for several days. Later, the forensic autopsy revealed that Joseph had died from multiple blunt force trauma and asphyxiation.

In early 2021, Sheriff Jeremiah LaRue created a cold case and forensic evidence team to assist major crime detectives in their investigations of him. The team reviewed the physical evidence using modern advances and new technology.
According to the office, resubmitting evidence to the Justice Department for further analysis produced compelling results connecting Frase to Joseph’s murder.
On February 8, Frase was arraigned in Siskiyou County Superior Court and charged with the unlawful murder of Joseph. He remains in custody at the county jail on a $2 million dollar bond.
“This arrest is the result of the determination of our investigators and reflects our steadfast commitment to seeking justice for victims of violent crime and their families. Our cold case team will continue to focus on these cases with dedication,” LaRue said in a statement. “I would like to congratulate everyone on their dedication to this investigation and thank the District Attorney’s Office for their help. Our hearts go out to Patricia’s family and we hope this arrest starts the path to closure and healing.”
It was not immediately known if Frase has an attorney who can speak on his behalf. On a Facebook page dedicated to Joseph’s memory, his family said that “justice has been served a long time ago.” “We miss you so much, Mom,” the family wrote in a post Tuesday.
