At approximately 11 a.m., the trooper spotted and stopped a red pickup truck, operated by Cesario, on the northbound side of I-75 near Bushnell. But the lights, he told the soldiers, never activated. During the investigation, troopers spoke with a male witness who said he was heading north on I-75 when a red GMC Sierra approached from behind and began flashing red and blue lights. The witness told officers that he believed the red truck may have been an undercover police vehicle, and described how the truck driver told him to stop before speeding off. When the police officer conducted a search of Cesario’s truck, red and blue lights were found. When he plugged into two power outlets in the vehicle, the lights came on. The officer noted that both electrical outlets, which are commonly used for cigarette lighters, already had their covers removed before testing was performed on the lights. Cesario was then arrested and transported to the Sumter County Jail.
