Back in his neighborhood, a witness told Walters that several young men had just run down Taft Avenue. Walters drove there and met two police officers from Newport, Delaware. Walters again used DELJIS to search for the 17-year-old Taft Avenue resident he had met on August 17. When officers arrived at the boy’s home, he and a friend arrived at the front door. Walters grabbed the boy by the door and forced him to the ground, injuring him, police said. The boy was handcuffed and detained, but never formally arrested during the encounter, which was captured on Newport police body cameras and Walters’ body camera. Walters then learned that the group involved in the doorbell incident had been found and detained. When Walters arrived at his location, the 15-year-old was face down on the ground and a police officer was attempting to handcuff him.
